Calling All Artists, Art Teachers  & Art Students Rain barrels are often seen as characterless and boring. Paint a Picture for Water Conservation hopes to transform this normally drab outdoor feature into a masterpieces for public display in Oak Ridge. As part of the Grove Center Merchants Sustainability Campaign, ORRE and Grove Center Merchants  is requesting proposals from artistst design and paint plastic rain barrels. Approximately twenty-five [25] rain barrels will be installed in Grove Center, independently owned shopping areas and public spaces throughout Oak Ridge promoting sustainability and water conservation.
